約21年ぶりに80万人下回る

堺市が9月18日に公表した9月1日現在の推計人口は79万9575人となり、80万人を下回った。世帯数は37万4368世帯だった。

この堺市の「推計人口」は、5年ごとの国勢調査を基準に、その後の出生・死亡、転入・転出による人口の増減を反映して堺市が毎月算出。現在は2025年国勢調査の速報値を基準としている。

堺市の人口が80万人を割るのは約21年ぶり。2005年1月1日現在は約79万5000人だったが、同年2月1日に美原町と合併し、2006年1月1日には約83万1000人となった。美原町との合併後に80万人を下回るのは今回が初めてとなる。

2012年の84万2988人がピーク

堺市の月次推計人口は、2012年6月の84万2988人がピークだった。今回公表された2026年9月1日の推計人口79万9575人は、ピークから4万3413人、約5.2％少ない。

一方、5年ごとの国勢調査でも人口減少が続いている。

2020年から2025年までの5年間では2万2828人減少し、減少率は2.8％だった。2025年国勢調査速報値の80万3333人を基準にした推計人口は、その後の増減を経て、2026年9月1日に79万9575人となった。

7区のうち堺区だけ増加

2020年と2025年の国勢調査を比較すると、堺市7区のうち人口が増えたのは堺区だけだった。南区は5年間で1万583人減少している。

9月1日現在の人口に、直近1年間の人口動態と2020年から2025年までの5年間の増減を併記すると以下の通り。最新の区別人口は北区が最も多く、美原区が最も少ない。

  • 堺区　15万632人（直近1年656人増／5年1409人増）
  • 中区　11万4810人（直近1年995人減／5年5471人減）
  • 東区　8万3722人（直近1年296人減／5年1057人減）
  • 西区　13万1763人（直近1年86人減／5年3437人減）
  • 南区　12万5900人（直近1年2049人減／5年1万583人減）
  • 北区　15万7020人（直近1年725人減／5年2024人減）
  • 美原区　3万5728人（直近1年231人減／5年1665人減）

1年間で3726人減　転入は転出上回る

2025年9月から2026年8月までの1年間の人口動態では、転入が転出を上回る一方、死亡数が出生数を大きく上回った。

転入は転出を1696人上回ったが、死亡は出生を5422人上回り、自然減が社会増を上回った。

区別では、堺区はこの1年間で656人増えた。人口動態を合算すると、自然増減は906人減、社会増減は1562人増となっている。

外国人住民は5年間で51％増

堺市の外国人住民は2026年8月末現在で2万2927人。5年前の2021年8月末は1万5186人だった。

同じ住民基本台帳で見ると、日本人住民はこの5年間で81万2979人から78万3146人へ2万9833人減少した。一方で外国人住民は7741人増えており、住民基本台帳ベースでは、外国人住民の増加が堺市全体の人口減少を一部下支えしている構図となっている。2026年8月末の外国人住民を国籍・地域別に多い順で見ると、ベトナム5688人、中国5572人、韓国及び朝鮮3491人だった。

なお、外国人住民数は住民基本台帳による集計で、国勢調査を基準に算出する推計人口とは統計の基準が異なる。

推計人口は今後修正の可能性

今回の79万9575人は、2025年国勢調査の速報値を基準に算出した堺市による推計人口。堺市は、国勢調査の確報値が公表された後、確報値を基準とした推計人口に遡って修正するとしている。修正は2026年10月ごろを予定している。
